Some cultures have very few social norms meaning most every type of behavior is acceptable. This is one extreme. Other cultures have too many social norms and most everything is unacceptable. This is the other extreme. Cultures with little social norms can be troubling as people can get out of control. Cultures with too much social norms prevents human beings from being themselves and usually forces people to all be the same kind of person. (IE men have to be machismos and women have to be unkept; unkept means no makeup, no hairdo, nothing that enhances beauty). The middle ground is the best bet.
