Some people, and these days many people, especially single mothers/fathers or low income families qualify and do have Medicare. As those people gain financially, and start making more than the limit to get such assistance, they are from what I see given it still. Under Obama Care the cap was raised. So are those people also counted as enrolled in the system? Just a fun fact for research if you like that sort of thing. A good way for democrats to brag about higher numbers for the media and useful idiots. I asked The Heritage Foundation to look into it.
