Somehow people failed this guys several times. He was abandoned before and dropped off near an apartment complex. His surrender form states that people saw a car stop and drop him off. He then was taken by someone living in this apartment complex but this person ended up surrendering him to an overcrowded shelter due to the increase of the pet fee. Very sad for this sweet guy, he probably doesnt understand why this keeps happening to him. He is now at the shelter waiting for a family that will make a true commitment to him. Ralphie is very sweet and loving. He would do best in a home with no other dogs. Could he be your guy?
