Something is brewing: Microsoft has a stake with Nokia; and HP as hardware uses Microsoft. Nokia has a phone unit; HP is a hardware maker; and Microsoft is a software developer. If only we can attract them to invest here in the Philippines---we can benefit from them. We can use Laguna, Batangas Industrial Zone as a special investment haven for Microsoft; Nokia; and HP [core computer innovations]. This is just a model for explaining the importance of having honest public servant. We must get our acts together. Unfortunately, as the investor comes-in to invests the Regulators do not regulate; they participate---Congress do not legislate they participate. We have a wrong notion of "participative government where public officials participate with greed--thus foreign investment decision makers end up annoyed." A classic example, instead of answering the complaint, the public officer makes an attempt to confuse and muddle the issue. Essentially--we shoot ourselves on the foot on regular cycle. We clean the public financial system we address nation building.
