Soooo, on the one hand - we have Common Core and standardized testing which imposes a one size fits all inflexible standard resulting in a top down mandate on students and teachers with rigor and rigidty. On the opposite end of the spectrum, is Unschooling. Sudbury Valley School provides a free range schooling concept free of rules and tests for that matter.
