South African Mining houses & @RSA Mines had this laizessfaire attitude on the mining charter and Mark Cutifani is very much aware that Matlosana Development Forum has challenged his assertion of Anglogoldashanti procuring from Black owned and controlled companies in city of Matlosana wherein at their 2010 report no Rand in the R8.1 was spent in procuring goods & services from the Black Matlosana companies nor has there be any serious attempt to lift Black Local companies to the level where Anglogoldashanti will procure from them . Enterprise Development has been limited to loans. Radical changes at all levels starting with Zimbabwe equity and strong monitoring on all other elements by different role players inside and outside the state. IDP of municipalities are drafted in a very weak & embarrassing fashion which suits the mines very well who exploit this weakness like here in City of Matlosana here
