Speaking about the National Security Agency (NSA), Senator Church said: “I know the capacity that there is to make tyranny total in America, and we must see to it that this agency and all agencies that possess this technology operate within the law . . . so that we never cross over that abyss. That is the abyss from which there is no return.” On 11 June, following the revelations in the Guardian by the NSA contractor Edward Snowden, Ellsberg wrote that the US had now fallen into “that abyss”.
