Specifically for Tacloban and Bohol, the key responsible agency for disaster / risk mapping is the Mines and Geosciences Bureau (MGB) is designating No Build Areas - NBAs. One person has a big problem with the MGBs statement - Senator and now Secretary of Department of Interior and Local Government Mar A Roxas. Mar A, cried out that it cannot happen because there would be much difficulty in implementing the No Build Zone. What about our fishermen? he says. But of course fishermen live near the sea because thats where they tie their boats but they dont need to build terrific convention centers, big ball rooms, large hotel suites and attract thousands to millions of tourists from abroad or from here in our country. Perhaps that is what MGB meant. Also, fishermen do not know how to construct large Evacuation Centers in Tacloban City, Cebu and Bohol where hundreds of children and their parents and guardians died when the evacuation center itself, together with the so-called pre-positioned relief goods was washed away by powerful giant waves.
