Speed Camera at Hylan Blvd & Tysens Lane violates NYS law. (possibly others as well) Info on disputing tickets. July 15, 2014 at 1:24am ***Updated Speed Camera Violation information*** July 31, 2014 (Staten Island January 15, 2014 - June 30, 2014) The below locations have been identified as speed camera enforcement locations 1) Forest Ave: VanName Ave to MLK Expwy (PS 22) mobile unit 2) Hylan Blvd @ Tysens Lane (Richmondtown Prep CLOSED) stationary unit 3) Rockland Ave: Cooper Terrace to Borman Ave (NO School on Rockland) mobile unit 4) Victory Blvd: Fairview Ave to Albert St (PS 29) mobile unit 5) Victory Blvd: Royal Oak Rd to Fairview Ave (PS 29) mobile unit 6) MIdland Ave @ Mason Ave (IS 2, PS 38) stationary unit 7) Midland Ave: Freeborn St to Hylan Blvd (PS 38) mobile unit 8) New Dorp Lane: Weed Ave to Hylan Blvd (New Dorp HS) mobile unit ****Locations # 2 & 3 appear not to comply with the law. Speed Cameras must be placed on a street that has a school building abutting that street. The camera can be placed up to 1/4 mile on that street from the school building. Location 2) Hylan Blvd @ Tysens Lane no longer fits the criteria of the law because Richmondtown Prep moved from 2707 Hylan Blvd. Location 3) Rockland Ave: Cooper Terrace to Borman Ave appears to not have a school located on Rockland Ave within a 1/4 mile of this location. Please post if you know of a private/public school (K-12) with a building located on Rockland Ave. (IS 72 in the area does NOT fit the criteria) ***UPDATE for NYC School Zone SPEED CAMERA at Hylan Blvd & Tysens Ln. As of June 30th Richmond Town Preparatory School is no longer located at 2707 Hylan Blvd. The NYC School Zone Speed Camera located at Hylan Blvd & Tysens Lane no longer fits the criteria under the speed camera law (it is still a red light camera). All speed camera tickets issued after June 30th should be dismissed since the camera was operating in violation of the NYC School Zone Speed Camera Law. (no other school in the area complies with the law in this area). We must ensure that NYC DOT follows the law if we expect the public to. This will maintain the integrity of the program. Please drive safely & SLOW DOWN Property listing for 2707 Hylan Blvd: statenislandrealty/property/2707-hylan-blvd-staten-island-ny-10306-mls-1084972 Speed Camera Law Requirements: SCHOOL SPEED ZONE SHALL MEAN A DISTANCE NOT TO EXCEED ONE THOUSAND THREE HUNDRED TWENTY FEET (1/4 mile) ON A HIGHWAY (street) PASSING A SCHOOL BUILDING, ENTRANCE OR EXIT OF A SCHOOL ABUTTING ON THE HIGHWAY (Camera must be on the same street as the school building). The cameras are authorized to be in operation only on school days 1/2 hour before, and 1 hour after school activities at the location. Many schools have early and late programs, so the speed cameras can potentially be used between 6am & 6pm. (There is no longer a school located ON HYLAN BLVD within 1/4 mile of this speed camera. St. Charles is not on Hylan Blvd) I am not advocating speeding but I am sharing this information because we need to ensure that NYC DOT complies with the law while implementing the speed camera program. Without maintaining these safeguards the programs integrity will be compromised, making it a revenue generating plan. I also believe increased signage and NYPD enforcement should be the primary measure with the cameras as a supplement. Fiscal Year 2015 NYC Budget projects $603 million for fines from parking violations, Environmental Control Board summonses, Bus lane cameras, and speed cameras. Dept. of Finance projected an $8 million decresase in fine revenue from last year. That does not include the fines from the new 140 speed cameras. They probably made back that shortfall with the original 20 speed cameras. DOT anticipates a cost of $1.2 million for the speed camera program. However, motorists should be aware that specific schools may be open on holidays and during summer vacations, and parking restrictions would remain in effect. If schools have summer sessions or are open for teacher meetings or similar activities, even if students are not attending, the parking regulations apply on such days. Individuals should contact specific schools to verify that they are in recess.
