Spend Rs 700 and kill a dog ? Draft of letter to the Commissioner BBMP, Bangalore Dear Sir, We would like to thank you for having given Animal Welfare the attention it deserves in spite of various pulls and pressures in the functioning of the Municipality in Bangalore. You may be well aware of the fact that Catch Neuter Vaccinate Release or CNVR has been in progress for several years for the ABC programme in this city. We would like to bring to your kind notice that this protocol has not received complete approval from AWBI because it is fraught with risks for the lives of the animals themselves. The rationale behind ABC is that if a dog in a particular locality is neutered and vaccinated, it will function as a guardian and a safety shield for the community against other unsterilized, unvaccinated dogs; and against anti-social elements as well. In the light of this fact, it would be a shame if after spending this amount on sterilisation and immunisation, the animal were to succumb to complications as a result of surgery. The amount and the effort that was intended for the benefit and survival of the dogs, as well as for the safety of the communities they reside in, would go down the drain if the dog died soon after. This is exactly what is happening in some cases where NGOs are following CNVR. Not keeping the animal for a minimum period of 5 days to help them recover and to enable doctors to attend to complications if any, has resulted in the deaths of several dogs upon release after the procedure, with the money and time spent going down the drain. Some of the complications we believe, are a direct result of the long, bumpy journey in a jostling vehicle back to the spot of release when the animals tissues are still raw from the surgical operation. We request you therefore, to kindly make arrangements for the provision of a hundred cages to each NGO in a suitable location near the ABC centres, to facilitate holding and post-surgical recovery of the dogs for a period of five days, and to issue a circular to each NGO not to sterilise pups below the age of 8 months and 10 kg of body weight. The reason for this being that many young pups succumb to infections picked up as a result of transportation in commonly contaminated vans and catching nets when their immune systems are too immature to fight off deadly infections. In this regard, we would like to mention that a well known NGO in this city, CUPA, has always followed the standard operating procedure in this regard by not sterilising young pups, and by keeping all animals for a period of five days post-surgery to enable them to be fit and healthy upon release.
