You will note that he speaks only of a renaissance for the fast vanishing middle class and absolutely nothing of the chronically poor. The middle calsses have always been the buffer that the elitists have needed and used to protect them form the pitchforks. Historically this is the reason that in all the revolutions the pitchforks have come for the middle classes first, the bourgeoisie, and the elitists/nobility have been able to buy their way out, suffering few casualties along the way .......to live and fight and exploit another day. And my supportive comment: Bingo, keep the majority of the middle class satisfied/distracted, and you can get away with justifying anything, be that may mass poverty around the world, genocide, miserable suffering etc...
