Staff Sergeant Daniel Mould, of the USAF, was burned by sulfur mustard agent in Delaware in 2004 while trying to destroy a WW1-era artillery shell that had accidentally been brought ashore by a clamming vessel. (The US formerly disposed of unwanted chemical munitions by dumping them at sea; thats another story unto itself.) The incident spurred the Army to develop new treatment guidelines, including lifelong health monitoring, for victims of exposure to chemical-warfare agents. Staff Sergeant Mould retired in 2006. None of the recommendations for monitoring were applied to him -- the wounded man whose case was the impetus for the policy change.
