Stampede at Patna after Dussehra celebrations: Nothing can improve without fixing political responsibility Gone are the days when great person like Lal Bahadur Shastri himself resigned from post of Union Railway Minister on a rail-accident without being asked for by anyone. Stampede killing so many persons in Patna after Dussehra celebrations on 03.10.2014 is undoubtedly result of total mismanagement and administrative failure for which not only officers, but also political rulers should be held responsible and arrested for their gross negligence towards public-safety. Chief Minister or some senior minister should have personally monitored and supervised an event where about half a million people gather annually and traditionally. Similar accident had taken place several years back at Rampur (UP) that too after Dussehra celebrations. Not only such accidents are always likely in any part of the country after Dussehra celebrations in any part of the country, such accidents at several Hindu religious temples attracting heavy devotee-rush at some peak-seasons have also become usual feature with neither Union nor states taking preventive steps to stop such accidents. Union government in consultation with different states should prepare a list of important known and less-known temples in the country together with occasions on which these attract unusual heavy rush. Surroundings of all these temples and their approach-ways should be properly developed like is system at some popular temples like Tirupati-Balaji temple in Andhra Pradesh to ensure that devotees are comfortably queued up even though waiting-time may be several hours. List of temples in India should also be prepared on basis of average number of devotees daily visiting these shrines. Since management of most such temples is in very bad condition with priests having commercialised these temples for their personal benefits, more temples should be under supervisory control of governments on pattern of Tirupati-Balaji and Vaishnodevi. There was strong resistance including from Dr Karan Singh when the then state-governor Jagmohan intervened for proper management of Vaishnodevi shrine in Jammu & Kashmir. But later even Dr Karan Singh realised that it was a step in interest of large number of devotees visiting the famous shrine. For example, encroachments and mismanagement call for immediate intervention in respect of famous Kalkaji Temple at Delhi. Families of priests must not be allowed to ‘mismanage’ temples like their personal business-establishments.
