(Starting at 2:25) So we have an investor looking to create about 100 jobs and pleading with the powers that be to help them to realize that investment plus a minister lamenting about papers sitting on desks for weeks. When I worked 9 months without a contract which never materialized, (4 of them without pay), that too was cited as the issue, that public officers were sitting on paper work. (And did so brazenly, without remorse.) Somehow I dont know what to believe. Is it truly malicious individuals doing subpar (or no) work or are they the scapegoats of faulty systems?
