State Police to Conduct Disability Parking Sting in Effingham Saturday State Police will be conducting a parking sting in Effingham this weekend to crack down on holiday shoppers who violate the Parking Program for Persons with Disabilities. The sting will be held on Saturday, November 30th from 7:00am to 3:00pm at the Kohls in Effingham. Police will also be out patrolling retail parking lots statewide Friday looking to crack down on those who are parked illegally. Misusing a disability placard comes with a $500 fine for the first offense and a $1000 fine the second time. The third time will come with another $1000 fine, as well as a one-year suspension of license. A $2500 fine will be given to anyone caught using a stolen placard, or one that once belonged to a dead person. The Secretary of States Office says last year more than 160 citations were issued during Thanksgiving weekend parking stings.
