State justice begins with a refusal to engage with human needs. Human needs are dynamic and can only be fully understood by those who experience them. State justice, by contrast, is the execution of universal prescriptions codified into law. The specialists who interpret the laws are supposed to focus on the original intention of the lawmakers rather than the situation at hand. If you need bread and stealing is a crime, you will be punished for taking it, even if you take it from someone who doesn’t need it. But if your society focuses on people’s needs and desires rather than on the enforcement of static laws, you have the opportunity to convince your community that you needed bread more than the person you took it from. In this way the actor and those affected remain at the centre of the process, always empowered to explain themselves and to challenge the community’s norms
