Steering committee meeting of the Municipal Cooperation Program (PCM2) During a steering committee meeting of the PCM2 on September 23rd, the Minister of Interior and Territorial Communities, Reginald Delva stressed the importance of empowering local authorities. PCM2 is a project that will build on the results of the first phase to complete the institutional strengthening of five Haitian authorities (Port-au-Prince and municipalities of Gressier, Leogane, Grand Goave and Petit Goave in the region of Palms), three national associations of local officials (FENAMH, FENACAH and FENASEC) and the Ministry of the Interior and Territorial Communities (MICT). The objective of PCM2 is to support partners in transparent, efficient and sustainable administration and to become models of effective municipal management and local service delivery for the rest of the country by the end of the second phase of the project. In collaboration with the MICT, emphasis will be placed on the collection of autonomous revenue for municipalities and federations; on citizen engagement; on a more efficient delivery of municipal services in the areas of waste management and roads; on the implementation of projects that directly support the improvement of the living conditions of citizens; and on broadening the impact of the program to the rest of the country. The Federation of Canadian Municipalities (FCM), the Union of Quebec Municipalities (UMQ) and the city of Montreal, with funding from the Ministry of Foreign Affairs, Trade and Development (MAECD) have recently begun implementing PCM2 in Haiti. Over a period of 5 years (2014-2019), PCM2 has a total budget of $ 21.4m comprising $19.1m from DFATD, and $2.3m from FCM, the City of Montreal and the UMQ. For more information: tinyurl/nq3w6dj
