If it is the President, his decision must be in line with Article 135 and if it is anyone else in Government (including H.E) they are still subject to provisions of Article 201 and the Public Finance Management Act, 2014. In effect, therefore, talk of Government as to exclude Legislature and Judiciary may hold very little water in law. Kenyans must come together and stop AngloLeasing payout. It is not different than negotiating with terrorists and abruptly giving in.
