Stray cats are dying an agonizing death by starvation after being sealed into basements in the Belarusian capital of Minsk in Russia. Municipal authorities say they must isolate basements in line with Soviet-era health rules to prevent rodents from getting into the buildings. But these basements have been sealed without checking for the stray cats that often inhabit them and now these animals are permanently trapped without food or water.
