Stupid moronic urban policy eliminated SROs (single room occupancy) housing as part or urban renewal. Historic districts were bulldozed wholesale across the US, then promptly sat empty as parking lots for decades waiting for someone to come along and develop them. This is not to say SROs were crime ridden puts, most were, but there were better solutions than destroying them and forbidding them from being built ever. They are making a comeback in smart cities as the best, most affordable housing for the poor. Good article on their comeback.
