Subject: Arbitrary and Illegal Re naming of La Carlota High School at La Carlota City Philippines 6130,to Dona Hortencia Salas Benedicto National High School by virtue of Batas Pambansa Blg.545 on June 24,1983. To Most Reverend Cardinals,Archbishops and Bishops of, Catholics Bishops Conference of the Philippines. On our 50th High School Class Reunion,on 3/26/2005,to our dismay and surprised we only came to know that it was renamed overnite during the Martial Law Regime.Most of us now reside in the U.S.A.,Canada and abroad.Ill concieved by Lawmakers who are also Lawbreakers,whose sole purpose was to please the right hand man of the Dictator.Who is Dona Hortencia?She is the mother of Ambassador Roberto S.Benedicto,a strongman of the deposed Regime .She was private person who have not even stepped on the school campus,attended any Graduation Rites or a P.T.A.meeting during her lifetime . It undermine the noble deed of our Founders,the donor of the School site,national,provincial and municipal officials,concern citizens and faculty members,who all contributed to its fruition.It benefited not only the town,but also the neighboring community,as the only High School is in the Provincial Capital.It made us to change our identity and shadows,with out due process nor the equal protection of the laws.Can we?Or should we?Hence we are seeking justice but no one can see the Constitutional and Human Rights Violation,using Public Funds.Worst it is consented with a sinester blessing by the Dept.of Education,Constitutionally mandated to provide Quality education.Growing a Poisonous Tree for years.Nagbulagbulagan at Nagbingibigihan.No name of Royalty or Nobility or Titles connotating social status,e.g.DON,DONA,DATU,etc should be affixed to the name of the school.Dept.Ed.Mannual 2000.Every bill passed by Congress shall embraces only one subject which shall be expressed in the title thereof.B.P.545 has a noble purpose,converting into a National High School:ignoble purpose Renaming with out a legal or moral justification.Dept.Ed.Masterlist has 92 Public Schools with royalty or nobiliy attached to its name.This is our Patrimony not conserve and develop,per the Preamble. B.P.545 exemplify the domination and sphere of influence of the evils of Martial Law,with Past and Present Administration.Its existence alone made 1987 Constitution,Local Goverment Code and the Rule of Law,subservient or subordinated,wasting Public Funds.Implementing an invalid and immoral statute..It even made the Aquino Administration,to make an about face to its own,Social Justice to the Filipinos...one they can depend?Rewarding wrongdoings instead of punishing it. DUMADAAN SA LANDAS NA HINDI MATUWID. We have fully exhausted ourAdministrative remedies recieving Indorsement from one office to the other.Ultimately having its natural death thru silence and inaction,in all those years.No one have made a stand that this is not covered by the Constitution.Transparency and accountability most needed.Lacking the spirit and intent of the Constitution nor the ideals and aspiration of the EDSA Revolution. Thus with some Divine Inspiration and Intervention,we are seeking your intercession,on the matter.
