National Preparedness Grant Program (NPGP) Committee did not agree to the Administration request to consolidate 16 homeland security grants into the National Preparedness Grant Program. Language is included in General Provision 547 prohibiting any funds in this act or any other act to be used to implement the NPGP unless specifically authorized by Congress. Firefighter Assistance Grants 680,000,000 for Firefighter Assistance Grants; of this amount $340,000,000 is for assistance to firefighter grants for equipment, training, vehicles and related materials and $340,000,000 for Staffing for Adequate Fire and Emergency Response (SAFER) grants .
