Surplus Military Equipment Obtained Through the 1033 Program Aids in Recovery. On Monday, September 15, 2014, members of the Napa County Sheriff’s Office Marine Patrol Unit and Dive Team, aided in the search effort by personnel and equipment from both the Santa Clara County Sheriff’s Office and the Marin County Sheriff’s Office, recovered a body from Lake Berryessa, which is believed to be the remains of Roger Winslow, a 49-year-old, Sonoma County resident. Mr. Winslow went missing back on August 9, 2014, after a boating mishap in the Narrows, when the boat he was driving, at approximately 45-50 mph, apparently experienced a mechanical failure that caused him to be thrown from the vessel as it pitched into a hard right turn and possibly drown. Using a former U.S. Navy oil skimmer that has been converted by the Napa County Sheriff’s Office into a platform to support our diving operations, the body was located in approximately 160 feet of water. The body was raised from the bottom of the lake by a remotely operated vessel (ROV) with a robotic arm and brought to a safe diving level where members of the Napa County Sheriff’s Office Dive Team were used to bring the victim to the surface and recover the body. A member of the Napa County Sheriff-Coroner’s Office tentatively identified the body as Roger Winslow from a distinctive tattoo. The Winslow family has been notified by the Coroner’s Office. The Coroner’s Office will be conducting an autopsy to confirm cause of death, later this week.
