Surprise!!! The Republicans are going to try to rewrite No Child Left Behind this year, according to Politico Pro. The big controversies in the 2002 law were annual high stakes testing and harsh punishments for schools that did not meet benchmarks. But these most hated parts of the bill are intertwined with its heralded civil rights provisions. Remember, NCLB required school districts to report test scores by sub-group. As the article points out, NCLB forced schools that were failing black, Latino and poor students to change and made districts answer for achievement gaps. It will be interesting to see how Republicans balance the push to lessen the emphasis on high-stakes testing, while also keep the pressure on school districts to improve the way they educate all students.
