Vicente Guerzon Jr. (DOTC) Secretary Joseph Emilio Abaya agreed to the deferment, to adequately inform everyone concerned about the mechanics of implementation,” said Guerzon, who is in charge of the MIAA while airport General Manager Jose Angel Honrado is on an official trip abroad. According to Guerzon, the integration of the International Passenger Service Charge (IPSC), commonly known as ‘terminal fee’, will be implemented simultaneously by all airlines worldwide and shall also cover passengers transiting Manila to any point of destination. “We expect no further deferments come November 1,” Guerzon said, adding, “The entire process will go through a transition period and is expected to be fully implemented by October 2015, when all tickets purchased/issued prior to Nov. 1, 2014 shall have been flown. Under the scheme, the services of the air carriers will be engaged in the collection of the IPSC through its inclusion in the airline ticket.” Under the new scheme, he said all exemptions mandated by law will be recognized and honored. The exemptions cover the following: Overseas Filipino workers (OFWs), Muslim pilgrims endorsed by the National Commission on Muslim Filipinos (NCMF), athletes endorsed by the Philippine Sports Commission and others authorized by the Office of the President. Exemption at the point of sale shall be subject to the presentation of an exemption certificate duly issued by the Philippine Overseas Employment Administration (POEA) or the MIAA. Children aged two years and below are also exempted from the IPSC.
