Sustaining Data Quality Check (DQC) in Siniloan, Laguna The Local Chief Executive of the Siniloan, Laguna, signed on October 10, 2014, the Executive Order # 25 Series of 2014 “Establishing Data Quality Check as a System for Generating Valid and Reliable Heath Data for Evidences based Planning and Decision-making”. This serve as the LGU’s committment to continuously strengthen the capacities of existing and newly hired nurses, midwives and doctors on FHSIS recording and reporting systems and tools on DQC with guidance from the staff of the DOH regional offices and Provincial Health Offices. According to the EO, Siniloan RHU, shall regularly conduct a 3-day Data Quality Check (DQC) for FP and selected MNCHN indicators using the DOH-approved workshop design and tools; and will support the logistical requirements related to this activity. Then LGU, under this local policy also committed to utilize the DQCd facility data for the preparation of the Municipal Health Office’s Annual Report and submission of FHSIS reports and LGU Score Card report. Under the EO, the Municipal Planning Officer, shall integrate the conduct of DQC among the health systems interventions, into the Municipal Integrated Plan for Health (MIPH). USAID, through LuzonHealth Project, trained 4 nurses and 9 midwives covering 20 barangays, in the conduct of DQC in Siniloan and were guided on the step-by-step process of correctly applying the definition, formula, and recording and reporting processes for each service indicator by the health facility. Such application had uncovered the following sources of inaccurate reports: not all services were recorded in the FHSIS recording tools; the Target Client List is not updated; services are not recorded properly according the procedures for accomplishing the Target Client List; and recording of some services did not follow definition and formula for estimating service utilization. DQC provided the Municipality of Siniloan with a unique and systematic approach for identifying and addressing these sources of inaccuracies in key FP/MNCHN indicators in FHSIS. “We really can use DQC to ensure that data are correctly inputted in our health plan and in accurate budgeting and provide us the real scenario for addressing gaps,” Dr. Girany Farinas said during the LuzonHealth/USAID consultation meeting conducted at the RHU. “Talagang gusto rin naming maayos ang proseso ng pagkolekta ng tamang impormasyon sa health at kung may ganyan ngang tulong mula sa inyo [LuzonHealth-USAID], ay salamat naman; makakatulong nga yan para tama ang maging basihan namin ng pagbigay ng health service” (We truly wanted that the process of collecting [health] information is instituted in our LGU, and if you are truly helping us in this respect, thank you.
