T R A F F I C R E G U L A T I O N S No. : TP/48 Dated : 10.11.2014 Whereas it is necessary for preventing danger, obstruction or inconvenience to the public in connection with the 4th One Day International (Day & Night) Cricket match between India and Sri Lanka at Eden Gardens, Kolkata on 13.11.2014, I, Surajit Kar Purkayastha, Commissioner of Police, Kolkata, in exercise of powers vested in me under Section 115, 117, 122 and 126 M V Act, 1988 and Section 62, 62(1b) of Calcutta Police Act./ 39, 39(1b) of Calcutta Suburban Police Act read with Rule No. 85, 86, 87, 88 and 93 of Rules for the Regulations of Traffic in Kolkata and its suburbs and under sub-section(1) of Section 4 of the West Bengal Traffic Regulations Act, 1965 (W B Act XV of 1965) read with Govt. of West Bengal Home (Transport) Department Order No. 7605-WT, dated the 20th July, 1965 and Govt. of West Bengal Transport Department Notification No. 3363-WT/3M-34/99, dated the 29th April, 1999, do hereby order that all classes of vehicles and all kinds of traffic including pedestrian traffic for the city of Kolkata shall be regulated in the manner prescribed below, notwithstanding any other orders in force on the day. 1) Movement of all types of Goods Vehicles shall be temporarily restricted / suspended and / or diverted from the roads or road stretches at and around Eden Gardens, Maidan, AJC Bose Road between D L Khan Road and Hastings crossing, Belvedere Road, St. Georges Gate Road and Strand Road from 09.00 hours to 23.00 hrs on 13.11.2014, in addition to the normal restriction. Movements of all types of Goods Vehicles shall be restricted to ply in and around Victoria Memorial Hall, i.e Portion of AJC Bose Road between D. L. Khan Road to Cathedral Road, Hospital Road, Queen way, Cathedral Road, Casuarina Avenue, Lovers Lane etc. 2) Auckland Road, North Brooke Avenue and Kingsway will be closed to all types of vehicles, High Court bound cars will be allowed to move along Esplanade Row West, instead of Auckland Road and North Brooke Avenue, as and when considered necessary by Traffic Police on duty. 3) Parking of vehicles will be prohibited on both sides of the following roads as and when considered necessary by the Traffic Police on duty :- a) Kingsway. b) Auckland Road. c) Govt. Place East. d) Rani Rashmoni Avenue. e) Old Court House Street. f) Red Road. g) Mayo Road. h) Dufferin Road. i) Belvedere Road j) AJC Bose Road between D L Khan Road and Hastings crossing. 4) Buses and Mini Buses coming from South Kolkata will be diverted (i) from Mayo Road towards Netaji Statue, Govt. Place East, Old Court House Street, B B D Bag and also (ii) from J L Nehru Road towards Bentinck Street, Mission Row, Mangoe Lane, B B D Bag, depending on the volume of traffic or as and when considered necessary by the Police on duty. Similarly, Buses and Mini Buses from North and East Kolkata will be diverted (i) from Central Avenue towards Ganesh Ch. Avenue, Mangoe Lane, B B D Bag, (ii) from S N Banerjee Road towards R R Avenue, Govt Place East, Old Court House Street, B B D Bag for westward journey and also (iii) from Old Court House Street towards Esplanade Row East, J L Nehru Road for southward journey as and when considered necessary by Police on duty. 5) Motorists from south Kolkata may avail A J C Bose Road, St. Georges Gate Road, Strand Road and find access to B B D Bag area through Kiran Sankar Roy Road towards Council House Street according to the direction of traffic police on duty. Similarly, motorists from north and east Kolkata will enter B B D Bag area through B B Ganguly Street and also from S N Banerjee Road, R R Avenue, Govt. Place East, Old Court House Street etc. as directed by traffic police on duty. 6) Howrah Bound Buses & Mini Buses coming from South and South West Kolkata along D H Road, Khidderpore Bridge – Khidderpore Road will be diverted from Hastings crossing via St. Georges Gate Road – Strand Road – for their northward journey, as and when required. 1 7) Howrah Bound Buses & Mini Buses coming from South and South West Kolkata along D H Road, Strandle Road, Alipore Road – Belvedere Road – Zeerat Bridge will be diverted from Belvedere Road / AJC Bose Road crossing via AJC Bose Road – AJC Ramp – St. Georges Gate Road – Strand Road for their northward journey, as and when required. 8) Howrah Bound Buses & Mini Buses coming from South Kolkata along AJC Bose Road – J L Nehru Road – Mayo Road will be diverted from J L Nehru Road / Mayo Road crossing via Mayo Road -Dufferin Road – Khidderpore Road – Ghorapath – St Georges Gate Road – Strand Road – for their northward journey, as and when required. 9) Howrah Bound Buses & Mini Buses coming from North and East Kolkata along B B Ganguly Street – B B D Bag South – Hare Street – Strand Road will be diverted from the crossing of B B Ganguly Street / C R Avenue via C R Avenue – M G Road – Strand Road – Howrah Bridge Approach – Howrah, as and when required. 10) Parking arrangements have been provided at the following five locations. Parking at these locations will be against Car Park Stickers as follows: - ROUTES TO PARKING AREAS - (A) Green Stickers (Opposite Club House). i) From Howrah : Brabourne Road – B B D Bag East – Old Court House Street – R. R. Avenue – Plassey Gate Road - Parking Lots. ii) From North, Central and East Kolkata. : C. R. Avenue – S. N. Banerjee Road – J. L. Nehru Road – R. R. Avenue - Parking Lot. iii) From South Kolkata : Mayo Road – Red Road – R. R. Avenue – Plassey Gate Road - Parking Lot. (B) Yellow Stickers (West & South of Mohun Bagan Ground and beside Vijay Smarak) i) From Howrah : Brabourne Rd. - BBD Bag East - B. B. D. Bag South - Hare Street - Strand Rd.- Kingsway - Parking lot. ii) From North Central & East Kolkata : C. R. Avenue - G. C. Avenue -Mangoe Lane – B B D Bag South - Hare Street -Strand Road - Kingsway - Parking lot. iii) From South Kolkata : J. K. Island - Red Road – entry inside Vijay Smarak - parking lots. (C) Pink Stickers (North of Md. Sporting Ground behind Cenotaph). i) From Howrah : Brabourne Road - BBD Bag East - Old Court House Street - R. R. Avenue – Guru Nanak Sarani - Dufferin Road - J.K.Island - Red Road Cenotaph - Parking lot. ii) From North, Central and East Kolkata : C. R. Avenue - S. N. Banerjee Road - J. L. Nehru Road - R. R. Avenue - Duffrien Road - Red Road – Cenotaph - Parking lot. iii) From South Kolkata : Red Road – Cenotaph - Parking lot. (D) Blue Stickers (South of Basket Ball Ground). i) From Howrah : Brabourne Road - BBD Bag East - Old Court House Street - R. R. Avenue – Guru Nanak Sarani - Dufferin Road – J.K.Island Red Road – Basket ball Ground -Parking lots. ii) From North, Central and East Kolkata : C. R. Avenue - S. N. Banerjee Road - J. L. Nehru Rd. - R. R. Avenue - Duffrien Road – J. K. Island – Red Road - Basket Ball Ground - Parking lots. iii) From South Kolkata. : Red Road – Basket Ball Ground - Parking lots. (E) Red Stickers (On Strand Road/ Band Stand). i) From Howrah : Brabourne Road - BBD Bag East/South - Hare Street - Strand Road - Parking lots. ii) From South Kolkata : AJC Bose Road - V. Setu Ramp – St. Georges Gate Road- Strand Road - Parking lots. iii) From North, Central and East Kolkata : C. R. Avenue - G. C. Avenue - Mangoe Lane – B B D Bagh South - Hare Street - Strand Road - Parking lots. 2 11) Parking for TWO WHEELERS will be provided at the following locations by the police on duty subject to availability of space : a) South of Md. Sporting Ground. b) Strand Road near Band Stand. 12) CARS WITHOUT STICKERS will be accommodated at Rangers Club Ground on a `first come first served basis. 13) NO PARKING SPACE WILL BE ALLOWED FOR TAXIES, PRIVATE BUSES ETC. 14) Bus stand at Band Stand and Auckland Road will be shifted to Kiran Shankar Roy Road and Esplanade Row East, Central Bus Terminus on the day. 15) In order to ensure uninterrupted flow of traffic, Tram Services, in the BBD Bag, Esplanade, Old Court House Street, B B Ganguly Street and Maidan areas will be regulated as and when considered necessary by the traffic police on duty. 16) Vehicular traffic may also be diverted from any of the arterial and feeder roads by traffic police on duty as and when considered necessary in the interest of the public on the day. 17) These regulations will remain in force in addition to the other normal restrictions on the day, which are not repugnant to above.
