THE Bomet county executive will not pay assembly workers. This according to a July 24 memo from the governors office to the assembly, signed by Deputy Governor Stephen Mutai, seen by the Star. The executive says the County Assembly Service Board created various offices, appointed officers and employed many staff without following due process. “The PSB is the only body mandated to create, abolish and make appointments including promotions in respect to offices in the county service. The clerk ignored a formal request to the executive before establishing or continuing of any department at the county assembly service as stipulated in Secion 46 of the County Governments Act. The county therefore, does not recognise any office created by the PSB. We shall not pay salaries and allowances for any other responsibilities for the staff in this financial year,” reads the memo. Salaries for assembly and executive staff are paid by the county human resource department under one transfer unit. Speaker Geoffrey Kipngetich said the assembly will not be intimidated by the executives decision to lay off or deny staff salaries. He said they are ready for a serious court battle. “This is one way of arm- twisting the roles of the assembly and we will not allow it. We are independent and so is the executive. We should all respect that, said Kipngetich. He said they have taken the matter to the Commission for the Implementation of the Constitution and the Senate. The MCAs, led by Kapletundo ward reresentative Bernard Ngeno, the executives action is futile and aimed at undermining and reversing the gains of the constitution as provided for in the county governments Act. “What the executive, led by the governor is trying to do, is to muzzle the assembly and possibly claim superiority of the powers conferred on it. We know our roles and that binds us and so do the executive. When some individuals behave as if they own this county to an extent they want to take control of our business it is totally wrong,” Ngeno said.
