THE CITY OF OKLAHOMA CITY invites applications for the position of: AIRPORT OPERATIONS OFFICER SALARY: $44,223.84 - $67,505.04 Annually OPENING DATE: 03/17/14 CLOSING DATE: 03/28/14 11:59 PM JOB SUMMARY AND ESSENTIAL JOB FUNCTIONS: NOTE: Starting Salary for this position will be $44,223. NOTE: Applicants must successfully pass a TSA background check, including fingerprinting. NOTE: This position is required to work rotating shifts including nights, weekends, and holidays. This position is located in the Operations Division of the Department of Airports with The City of Oklahoma City and is under the direction of an immediate supervisor. The Airport Operations Officer is primarily responsible for providing managerial and supervisory support and expertise involving various line organization activities and routine emergency operations functions. Essential job functions include: coordinating and conducting inspections of airport facilities and grounds; assisting in maintaining positive tenant relations; coordinating snow and ice removal efforts; monitoring construction activity for compliance with applicable safety rules and regulations; establishing priorities for corrective actions required for operational safety of the airport; administering the airport security program; coordinating and administering operations program functions; composing memorandums and reports on the status of projects; composing and disseminating official notices on airport conditions; compiling information for budgets, goals and objectives; responding to citizen complaints or inquiries verbally and in writing; and coordinating work activity of staff. Work duties require frequent contact with various City personnel, general public, vendors, contractors, and outside agency personnel to obtain or provide information concerning operations, programs, and projects. Employees in this classification primarily function independently, with work product subject to review by conferences, staff reports, and observations concerning status of projects. VETERANS PREFERENCE A five-point preference will be awarded on the initial scored selection process for honorably discharged veterans of the United States Armed Forces not currently employed full time by the City of Oklahoma City. Qualified applicants must submit a copy of their DD Form 214 indicating discharge type/character of service at time of application. JOB REQUIREMENTS: Knowledge of materials, methods, and equipment used in operating, maintaining, and repairing airport facilities. Knowledge of federal, state, and local laws, rules, and regulations affecting operation of civil airports. Knowledge of and ability to apply general administrative policy and procedures. Skill in critically assessing and organizing a wide variety of information. Skill in communicating verbally and in writing using tact and diplomacy. Skill in prioritizing work orders and assignments. Skill in prioritizing work orders and assignments. Skill in maintaining records and preparing clear and concise reports. Ability to read and interpret plans and specifications. Ability to establish and maintain effective working relationships. Ability to plan, design, implement and evaluate current system improvements. Willingness to assume responsibility for work performed and decisions made. DEPARTMENTAL PREFERENCES Bachelor’s Degree in Aviation Management, Airport Administration, or related field. Two years of responsible experience in airport operations or an equivalent combination of training and experience at a Part 139 certificated commercial service airport. Knowledge of managerial concepts, practices, and principles. Skill in planning and supervising varied maintenance and operational activities. Possession of a valid Oklahoma State Class D Driver License. WORKING CONDITIONS AND PHYSICAL REQUIREMENTS: WORKING CONDITIONS Outside frequently; exposed to heat, cold, humidity, rain, snow, ice, etc. Occasionally required to work beyond normal work hours. Subject to working rotating shifts including weekends and holidays. Subject to being on 24-hour call during emergencies or adverse weather conditions. Local travel on a daily basis to and from work sites. PHYSICAL REQUIREMENTS Speech and hearing enough to communicate by telephone, two-way radio, and in person. Near vision enough to read and draft documents such as written and machine generated communications, forms, reports, etc. Ability to distinguish differences in colors and brightness of items such as runway lights. Mobility enough to continuously move oneself from place to place when performing duties such as field surveys and inspections. Far vision enough to determine condition of internal and external facilities, structures, equipment, etc. during normal, emergency and adverse weather conditions.
