THE COMMERCE OF CLEANLINESS A nation of over a billion people, well-groomed men and women eager to get photographed with brooms in hands, stock pickers hunting for ceramic sanitaryware companies and a Prime Minister motivating a whole generation to re-look the way it lives. It all started in 1986 with Rural Sanitation Program followed by Total Sanitation Campaign of 1999 and then Nirmal Bharat Abhiyan of 2012 and now Swachh Bharat Abhiyan! So many programs for the unwashed masses and yet, nothing significant has been achieved in three decades. It is because Indian policy makers have treated sanitation as a moral issue but, in fact, it is a business and needs acumen. Sanitation infrastructure requires billions of Rupees, detailed planing, a determined governance and a proper social justice delivery system. How would one have a safe toilet if one doesnt have a house? Streets are workplace and resting place for a large number of people. What about them? Where is land to make public toilets in large numbers, their maintenance, water supply, disposal and manpower to run them? Only very few people of a former untouchable class work as sanitation workers in India. How can millions of public toilets are going to be managed. It is as Herculean a task as managing a disorderly nation. Take a hard look, my dear photograph-hungry elites of India. .......
