THE CORE OF CORRUPTION. It has become NORMAL and REGULAR that you get accosted by Policemen and Traffic enforcers, and expect that bribes will be the main issue. The traffic violation is a mere pretext to the real one, and be gone with it so you say. Processing documents in government offices, specially if there are purchases involved, the regular norm would be discussing how much goes to whom, and what kind of deal can be had. The essence is more about what business can be done, rather than completing services to the public as needed. Young people look to working with government as an opportunity to become wealthy, and those positions become coveted so much, that padrinos and "connections" from the well-positioned members of society are of good use, to land those jobs pronto. Our legislators today face mounting cases of various yet related PDAF SCAM cases, exposing to the world and sundry, that the Philippines remain at the top of the heap in world corruption index/list. Today billions are being bruited about, so what are thousands down below, smaller government offices seem to ask. It goes on and on. Is it about SURVIVAL? did we reach a point in our moral and cultural lives that has ingrained in our psychology a sense of need to survive and become rich quickly, by taking an otherwise illegal and immoral avenue to wealth accumulation? Is life so hard enough, that this has become normal? I searched for answers from history, but it seems life was so good during Peace Time, that collective period before WW2 when generally speaking Filipinos seemed moving upwards in wealth indexes compared to the world, developing well and quickly economically, and people seemed happier and comfortable. There seemed to be prepondary of wealth upward bound then, while after WW2 it shows a downward trajectory for lack of industries, opportunities, and great poverty issues. Squatters began accumulating along the port zones in Manila after WW2. History student that i am, i realize the lack of work opportunities in the provinces because of the destruction of WW2, has pushed many people to poverty, needing employments. And Manila North Harbor then is the only sure-ball employment available, since vessels carrying war reparation goods and equipments were landing at the sole port available at that time. Squatters started sprouting up at the Intramuros, then overflowed over to the Del Pan areas, and all the way to Tondo. Tondo before the war was a beautiful and clean subvidision lined urban community, with the rivers teaming with fishes and waters clean to bathe and swim. Without proper understanding and directions towards solving these problems, they continued from the 40s all the way today. Survivalism has become ingrained in our people, in the absence of right programs and implementations that has pauperized our people. Government indeed is the main issue about continuing poverty, and the recent stealing of tax moneys through elaborate schemes called the PDAF SCAMS are now revealing the real reasons why poverty has taken over our country. Our wealths are being squandered for the wrong reasons and ways, and we are throwing even the baby as we throw the basin waters away. We are squandering opportunities as our neighboring countries, previously envious of our own developments before the war, have completely overtaken us. On the other hand, there is a revealing fact that shows off here: while the rest of our people have become poor because of political insensitivity and lack of policy directions and long term plannings, our government officials are known to be graduates of higher education, mostly graduates from religious schools, members of prominent families, and with usual wealths on higher levels than the population they represent. There is no way SURVIVALISM can be their reason for their ill-directed corruption. GREED IS A BETTER TERM. Religious schools may not have hammered this into their heads so far, despite decades of education: HELL AWAITS THEM.
