THE DECLINE OF THE STATE AN Aristocracy is a government in which the rational element embodied in the ruler is supreme and in which peoples reason controls their appetites. A transition from aristocracy to despotism is of course a step by step decline in the quality of the state corresponding to a gradual deterioration of the moral character of rulers and citizens. But first of all, Aristocracy as defined above will decline into a Timocracy which resents a degeneration that consists exclusively in the love of honor and creates a situation where the ambitious members of the ruling class love their own honor more than the common good. Then follows a system of government called Plutocracy in which power resides in the hands of people whose main concern is wealth . As the rich rise in social esteem, the virtuous sink. And so it has come to pass as foretold by the Sages and we can smell it.
