THE ILLUSION OF SELF-REGULATION IS GOING, GOING... The arguments for self-regulation include cost and simplicity and there are a few industries in which it has been successful but there have also been spectacular failures. In the case of the CTV building the system failed to protect occupants and then failed to pull anyone to account for the collapse. In this situation, Mr Reay and Harding have a lot to answer for in terms of the building collapse but also the potential demise of the self-regulatory mechanisms. It would have taken courage to be willing to answer to the charges and Mr Harding would have garnered a lot of admiration for standing up to be counted especially given that he had been operating outside his competencies at the time, thanks to bad management. Such a pity that he saw fit to follow Mr Reays example. It is a tragedy for the families of the victims and another nail in the coffin of self-regulation.
