THE INCA SMILED, p. 235 concerning: focusing on the core issue, not theoretical positions: There has certainly been a conspiracy going on, but it has not been the conspiracy of the advanced capitalist nations to keep underdeveloped nations in a state of impoverished dependency, it has been the conspiracy of silence between duplicitous Latin American politicians and gullible European intellectuals. The end result of this has been that we have had the same tired old cliches being churned out year after year, and the same tired old prescriptions being tried time after time -- albeit under different names -- with miserably unimpressive results. We have done no more than tinker with the problems of underdevelopment, and as a consequence three decades of development opportunity have been practically wasted.
