THE KIOSK TRAGEDY There is nothing wrong with making a decision - TopicsExpress

THE KIOSK TRAGEDY There is nothing wrong with making a decision to demolish kiosks in order to prepare for better planning of the town and to bring order in the commercial centre. What went terribly wrong is the way the decision was implemented. To start with; 1. The kiosk owners should have been registered; 2. A new location to establish new kiosks should have been identified; 3. A plan for erecting new kiosks should have been drawn and approved; 4. The registered owners would have been allocated the new kiosk plots; 5. A contractor for the modern kiosks be identified through competitive tendering; 6. The kiosk owners be given a soft loan to pay for the construction cost in 15 yrs; 7. They would then be asked to move their stock to the new kiosks and the old ones would be demolished to pave way for better planning of the future city. This would have been a win win strategy and I do not think it is too late to implement it.
