THE QUESTION OF BROAD SPECTRUM OF THE POOR, STOOGES OR NEGLECTS. Undoubtedly, the rural populace at the grassroot level are not politically educated in line with legitimate duties, responsibilities or even active participation. Local administrators on the other hand are performing below the expectation of people in terms of functional delivery of political benefit. Therefore, political and social mobilization in this teir of government which contributions are basically of great importance attract little attention. The people at this level (mostly the youths) could be useful only during political violence-agents of disruption at election periods. This is because they are politically weakened by the state power under the conrol of few beneficiaries. Secondly, poverty in its abject range can hardly compromise with good conscience-people can gullibly elect between money and conscience. And the former ofcourse is prefered. Moreover, a large size of the population at local level are not politically enlightened, and the entire activity and impact of government are not perfected or felt inspite of the attempt at the state level. Such had nailed down the psycological measures in assessing or determining the performance of elected officials in relation to when and where there is need for a change. How well are these people benefiting from the essence of various representation at that level? Just as we are set for the next round ,the formation of various groups need not overlook their important role just by pursuing personal interest.
