THE Shoura Council has finally approved a system of insurance against unemployment. The council has to be commended for this move because it has always been hesitant and indecisive on various issues. An instance of this is the change of the weekend holidays. The council was unable to decide on this issue until the leader of the country himself stepped in and decided on it. Unfortunately I do not know anything about this system. The newspapers have not disclosed its details so that I can assess it. Anyway we hope that it will not have loopholes allowing people to abuse it as is the case with many other systems and regulations. This system will, of course, cover the employed and those on the job. It will not touch or come close to the unemployed, who have entered into the abyss of oblivion. We are no longer hearing anything about Hafiz program. It seems that the program has died or that it has been paralyzed by a heart attack. The program paid allowances to the unemployed for a year, which was logical. The program should continue paying new job market entrants who do not find jobs, as is the case in European countries. However, Hafiz will not end the problem of joblessness. The solution to this problem lies in the creation of jobs in which foreigners will not be able to compete against Saudis. These jobs will not be created by what we are boasting of these days: that Saudi Arabia has entered the car industry and established a factory for Isuzu and is currently negotiating with Chrysler and Ford to establish factories in the Kingdom. These factories will employ people at low salaries that will not be accepted by Saudis. The jobs will only be created by the knowledge industry, which I have always been advocating.
