I appreciate you taking the time to share your views with me. As you may know, animals bred for commercial sale or used in public exhibition are protected from inhumane treatment and neglect under the Animal Welfare Act (AWA). The U.S. Department of Agriculture Animal and Plant Health Inspection Service oversees the administration of the AWA to ensure these animals have adequate care in relation to housing, handling, sanitation, nutrition, and veterinary care. I have been a longtime advocate for animal’s rights – from horses and dogs to caribou and bears – and will continue to fight on their behalf. The Food, Agriculture, Conservation and Trade Act of 1990 amended the AWA by extending the protections afforded to domesticated pets. When this legislation became law, it required public and private animal shelters and research facilities that acquire dogs and cats to hold them for at least five days to allow time for either adoption or recovery by the original owner before they can be sold to a dealer. Even more, these amendments create standards for animal care in regulated research facilities and ensure that alternatives to animal experimentation be considered by researchers. I was proud to support this legislation that was an important step forward in addressing the mistreatment of both pets and laboratory animals. While farm animals raised for agricultural purposes are not covered by the AWA, I believe it is important to ensure that they are not subjected to unwarranted abuse, particularly because such treatment often contributes to the contamination of meat produced in slaughterhouses where downed animals are processed. I believe that it is appropriate to examine the methods by which animal byproducts are obtained to ensure humane conditions and food safety.
