THIS IS AN URGENT ALERT ABOUT A SERIOUS FAILURE OF DUE PROCESS IN THE JAPE AND CHIN APPLICATIONS TO SUBDIVIDE LOT 5182 (KULALUK) There is currently advertised (Friday, 26 September, 2014), on a pink sign, and on internet NT Planning Notices (or Development applications) a call for public submissions on an application to subdivide Part Lot 5182 for Light industrial use (Jape). This is the large block along Fitzer Drive behind MacDonalds, and a small plot of the south eastern corner of Dick Ward Drive and Totem Road (Kulaluk lease). On 7.3.2014 a similar subdivision application, zoned SD37 Zone being refused by the Development Consent Authority. A major reason for this was the Masterplan which was a central part of the subdivision application. A new application was apparently received more recently. The Department of Lands, Planning and the Environment then seems to have done its own processing of the Masterplan segment of it. On 5 September, 2014 in closed session, a meeting of the DCA endorsed the Masterplan separately, without the public being aware of it, and therefore without any public submissions, and without the public being present at the hearing to comment on the aspects of the Masterplan, and the major implications which are relevant to the public.
