Thus where an angling club has permitted water or an existing private fishery exists nothing will change following the introduction of the contribution other than the angler will now be required to have paid the statutory angling development contribution prior to participating in angling. d) The payment of a contribution will not entitle an angler to any access on to a fishery more than they would already have had prior to the introduction of the scheme. It is envisaged that a single angling development contribution will cover all angling disciplines Options / Notes e) It is envisaged that an individual angler will make a single annual development contribution irrespective of species targeted. f) it is envisaged that an angling development contribution will not confer any additional rights to fish , i.e. an angler will not acquire rights on club waters or any other private or controlled fisheries unless the existing required permissions are obtained It is envisaged that there will be a provision for an angling identity card for those anglers who fish on a regular basis h) The provision of an angler identification card will also assist in the implementation of one of the other key policy initiatives which is a penalty points system.
