TO THE VOTERS OF YAMHILL COUNTY: THE TRUTH ABOUT THE NOVEMBER 4TH ELECTION FOR YOUR YAMHILL COUNTY SHERIFF. From Joe Shipley former candidate for Yamhill County Sheriff and current Yamhill County Sergeant I have been a resident of Yamhill County my entire life; I have served the citizens of this county, as well as the citizens of the United States of America for over 30 years. I served 3 years as a Military Police officer in the United States Army. As a Firefighter, I served the City of Amity leaving as a Lieutenant in 1995. Last of all, serving you the citizens of Yamhill County since 1992 in many different capacities within the Sheriff’s office including Detective and Sergeant. As I sit here and read the article written by Ken Summers (Candidate Tim Svenson’s Chief Campaign Chairman per Tim Svenson’s Web Site) I feel compelled to speak out and tell the truth about Tim Casey. I have known Tim Casey for over 20 years, working with him when he was a reserve with the Newberg Police Department, and as a co-worker and as his supervisor with the Yamhill County Sheriff’s Office. From my perspective, the article states certain things about Tim Casey that are simply NOT TRUE. The article states that Tim Casey does not have the EXPERIENCE he is claiming to have. From what I was told, the Secretary of State Office definition of “experience “is very basic. It is something you have done whether it is for 1 minute or 20 years; it is something you have gained. In that light, Tim Casey does possess the experience he claims to have. Allow me to address certain invalid claims set forth in the article. Public information officer/PIO: The article acknowledges that Tim Casey attended a class on PIO to be used as a back-up PIO if needed, but Tim was not used as a PIO. This is NOT TRUE. As a supervisor of the woods program I also supervised Search and Rescue of which Tim is a coordinator. As part of Tim’s duties he would often prepare press releases for various Search and Rescue activities, and as such I would submit to the voters that Tim has acted as a PIO. Field Training Officer/FTO: The article again acknowledges that Tim Casey attended the FTO class, but was never appointed to the position. This again is NOT TRUE. The Sheriff’s Office had certain designated FTO’s and then certain back up FTO’s who would also be utilized as FTO’s when needed and used in training Reserves, Cadets and Volunteers. As a supervisor I took over supervision of the FTO program and arranged for an instructor from the Department of Public Standards and Training (DPSST) to come to our jail conference and put on the 40 block of instruction. Tim Casey attended and successfully completed this block of instruction receiving a certificate, certifying him as an FTO. Upon achieving certification Tim Casey along with the other Deputies who attended the training were designated as FTO’s serving in a “back-up” capacity. I again would submit to the voters that Tim Casey did gain experience as an FTO by attending the training and being designated as an FTO. YCINT: The article states that Tim Casey has never been on the YCINT team, and that statement is technically correct. However, Tim Casey never claimed to have been on the YCINT team, but that does not mean that he has no experience assisting the YCINT team. I was a Detective assigned to YCINT from 1998-2002, and during my time as a Detective I conducted or worked on hundreds of narcotics investigations. During that time, I know from my own experience that Tim Casey assisted our team with investigations as well as serving search warrants. As a Supervisor of the woods program I know that Tim Casey assisted YCINT as a Deputy and was selected by YCINT to attend Narcotics training at the Oregon Narcotics Enforcement Association (ONEA) Conference in Bend in 2012, training that was paid for by YCINT. Mental Health Advocate: The article states that Tim Casey loudly claims this should have a high priority, but in truth he has never bothered to attend the Mental Health Crisis Intervention Training. As a supervisor I know that this training is limited in space as we share with Marion County and all the law enforcement agencies within that county. In this last opening I believe there were 2 openings for patrol and the Deputies are selected by their supervisors to attend. The fact that Tim Casey has not attended this training does not surprise me knowing that he is the woods Deputy and the likelihood of Tim dealing with a mentally ill person in the woods on a regular basis would be far lower than a Patrol Deputy on the street. There could be other reasons of why Tim did not attend this training, but in my opinion, you don’t need this training to have strong feelings of wanting to help someone that is in need; that is part of why we do this job isn’t it? Leadership: What is a leader? Really, when you boil it down it is someone that people will follow. There are several ways a person can be a leader, in their church, home, sports, the community etc. The article states that because Tim Casey has never been a leader in law enforcement, he is not a leader. The article refers to Tim Casey as a liaison to the volunteer Search and Rescue team, when in fact he is the coordinator of the program. Again as a supervisor of this program I know that Tim Casey has participated in the hiring and firing process as well as managing search operations overseeing and directing search crews. Anyone that has worked in the Sheriff’s Office should know that there are many leaders within our office that are not supervisors. The employees of the Yamhill County Sheriff’s Office feel so strongly about Tim Casey’s leadership Skills that an overwhelming majority of them have chosen to endorse Tim Casey as their next leader. I heartily concur with them that Tim Casey is a leader. Merit: The article again embellishes the truth here. According to Tim, he applied for and competed for a Sergeant’s position twice while employed at the YCSO. The fact that he was passed over really means nothing, I was passed over several times before being promoted to Sergeant, and I’m sure there are many others in the Sheriff’s Office who were not promoted the first time they applied. There are many reasons a person does not get the promotion they deserve; that include changes in administration, changing views and priorities etc. Fiscal Responsibility: The article states that Tim Casey knows nothing about the Sheriff’s $14 million dollar budget. One of the duties of a Sheriff is to surround himself with persons who assist in advising him. Tim Casey has owned and operated his own business and managed that budget, and as a candidate for sheriff he has managed his campaign budget quite well. Using the article’s it appears that Tim Casey would be the better choice having the least amount of experience. Tim Casey has been a registered Republican his entire life; he is endorsed by the Yamhill County Republican party and countless businesses, organizations, and individuals from all walks of life. Furthermore, he is overwhelmingly endorsed by the various people that work with the Sheriff’s Office each day - the Yamhill County Commissioners, and most importantly the employees of the Yamhill County Sheriff’s Office. Tim Casey is a man of integrity and honesty; he is to be commended for operating a positive campaign without resorting to political mud slinging accusations. I ask the voters in Yamhill County to conduct their own research, and I am sure they will find that Tim Casey is the candidate that possesses those necessary skills and character traits to be your next Yamhill County Sheriff. Please support the employees of the Yamhill County Sheriff’s Office and Vote Tim Casey as our next Yamhill County Sheriff.
