TO: UNITED NATIONS SECURITY COUNCIL APPEAL Indicating tragic circumstances, deaths, and battery of participants of peaceful protests in Kyiv; Considering the fact that official authorities permanently and assertively violate fundamental human rights and freedoms guaranteed, in particular, by Article 6, Article 7, Article 9, Article 10, Article 12, Article 14, Article 18, Article 19, and Article 20 of International Covenant on Civil and Political Rights; Regarding the fact that official authorities do not assume responsibility for the violation of rights and freedoms, tortures and failure to provide both the right of peaceful protest and due conditions for peaceful protesters, but, instead, blames the sufferers, journalists, and opposition forces for the ongoing developments; Taking into account the fact that all legitimate methods of response to unlawful actions and unlawful inactivity of the authorities are being blocked by the powers, including the judiciary; Emphasizing the fact that the laws adopted by the Parliament of Ukraine on January, 16th, 2014 and signed by President of Ukraine considerably diminish the scope of human rights and freedoms warranted both by the Constitution and International Covenant on Civil and Political Rights; Ruled by Articles 39, 40, 41 and 42 of the Charter of the United Nations, - We address to you with the following appeals: 1. To urgently consider the Ukrainian issue with the purpose to stop violations of human rights and basic freedoms, to cease further expansion of those violations and the menace to lives of protesting Ukrainians. 2. To condemn the actions of official authorities of Ukraine. 3. To demand of the official authorities of Ukraine to immediately stop the killing, prosecution, tortures, and violations of human rights and basic freedoms. 4. To consider the possibility of sending UN Peace Corps in Ukraine with the purpose to stop the violations of human rights and basic freedoms. Head of Peoples Government (signature)
