TOPOG ERROR: SHOULD BE DOLE PAYS 40% AND NOT 60% OF THE WAGES OF SPES Contrary to Reports, DOLE-Bicol Holds the Lowest Number of Unclaimed SPES Legazpi City- Contrary to the reports released by the Commission of Audit (COA), in Manila, pertaining to the towering number of unclaimed checks of SPES beneficiaries, DOLE-Bicol, based on official records of the central office, has the lowest number of unclaimed SPES checks. In the report released by the DOLE Central Office which was presented to the media, yesterday, by DOLE Bicol regional director Nathaniel V. Lacambra, DOLE-Bicol only has P38,000.00 unclaimed SPES checks. “If we divide P38,000.00 to P2,000.00 per beneficiary it means that our unreleased SPES checks will only total to about 19 checks or 19 beneficiaries. Not bad really. But it doesn’t mean that we should be happy about it already.” RD Lacambra said. This report has given back DOLE-Bicol’s current “outstanding” rating on public’s trust and confidence in the region in which during the last weeks of December were shaded with doubt due to the national media report regarding the unclaimed SPES checks. “The truth shall set us free. Now everybody knows that Bicol is the fastest SPES check releasing region in the entire nation!” RD Lacambra added. Based on rules, the DOLE is given an 11-day deadline to release all SPES checks to its beneficiaries. The SPES is DOLE’s 20-day summer job program in which DOLE pays the 40% of salaries of the student-beneficiaries. In 2013, DOLE-Bicol has recorded a total of 6,314 SPES beneficiaries with a budget of P12.8M. “So if you look at our total SPES Budget and total number of beneficiaries, the P38,000.00 unclaimed checks is but very minimal but I’ve already instructed all concerned personnel to exhaust every means necessary to locate the beneficiaries and release the checks” RD Lacambra added. DOLE-Bicol said that 95% of SPES checks that were left unclaimed, unreleased or were delayed in its released, is due to lack of documentary requirements submitted by the beneficiary.
