TORONTO TAXIS - "GET THE LICENCE HOLDERS BEHIND THE WHEEL" Toronto has a few more taxis than greater Melbourne and similar problems. Licence values are far too high and many "absentee licence owners" just hold on to a piece of paper and get an enormous slice of the revenue. Bailee drivers earn very little and they can never earn much at all while taxis are entirely crewed by bailees. Toronto should move to the single owner/driver model - all "absentee" licence holders should rent their licences to drivers - not to taxi companies or to fleet operators. That does not put the licence holders behind the wheel but it is the next best thing because it allows taxi drivers to have their own taxi.
