TREASURER The treasurer has told us in a response on this page and also at a township meeting that no motion needs to be made to transfer money unless it was taken from the capitol reserve fund. Again Kevin Yaggie tries to twist the rules around to fit his personal agenda. Moving money from one account to another or rolling a CD into a savings or a checking account is a business transaction. Section 603. Monthly Meetings; Quorum and Voting.-The board of supervisors shall meet for the transaction of business at least once each month at a time and place determined by the board of supervisors. A quorum is two members of a three-member board of supervisors or three members of a five-member board of supervisors. An affirmative vote of a majority of the entire board of supervisors at a public meeting is necessary in order to transact any business. A member shall not be disqualified from voting on any issue before the board solely because the member has previously expressed an opinion on the issue in either an official or unofficial capacity. If he tries to lead you to believe that the treasurer can move this money, he is also wrong. Section 701. Township Treasurer.-The board of supervisors shall appoint a township treasurer to serve at the pleasure of the board of supervisors. This simply means the treasurer can only do what the supervisors tell him to do. Section 603. says that they need a vote at a public meeting to do so. Section 704. Treasurers Duties.-The township treasurer shall: (1) Receive all moneys due the township and deposit them promptly in a designated depository in the name of the township. (2) Keep distinct and accurate accounts of all sums received from taxes and other sources, which accounts shall be open to the inspection of the board of supervisors and any citizen of this Commonwealth. (3) Pay out all moneys of the township only on direction by the board of supervisors. (4) Annually state the accounts and make them available to the board of auditors for settlement. (5) Preserve the account books, papers, documents and other records of the office and turn them over to the successor in office. These are the only duties of the treasurer, not to make financial decisions, not to move money around as he sees fit. Kevin Yaggie has clearly no understanding or the laws that regulate his duties as a treasurer or as a supervisor. As I mentioned yesterday there are numerous training seminars to teach elected officials how to do their job correctly. The are paid to attend these courses and the subject matter of these courses range from financial planning, emergency management, road maintenance, purchasing the right equipment to meet your specific needs and many other helpful subjects individuals may not know about. Kevin Yaggie and Gary Gee stated that they have not taken the time to attend any of these useful seminars. When supervisors first take office it is usually common for them to attend a few of these classes to learn the proper roles and duties of the office they have taken. Why have Kevin and Gary not done this? Do they already know all of this stuff? They seem to make many excuses for their lack of knowledge, but never say it is because they havent taken the time to use the training tools offered to them. In my opinion it is purely an arrogant attitude to refuse to be trained how to do your job and when told by people who have been trained to dismiss their knowledge and continue to break the laws. Come to the meeting on Tuesday night and watch Kevins cocky attitude and lack of respect for the laws. He will avoid direct questions and say that he has called the people who wrote and enforce the rules above, and it is ok to do what he is doing. This is just my opinion of course, come see for yourself. You took the time to vote now come see what you voted for.
