Yes, surrogacy is legal in Utah but it probably comes as no surprise that it is supposed to be regulated by statute. Do surrogacy agreements (sometimes called gestational contracts) outside the statutory guidelines happen in Utah? I believe they do. In other states? Almost certainly.
