TYPHOON RUBY (Hagupit) has left Samar just near the vicinity of Sta. Margarita and Calbayog City and is moving slowly Westward at 10-13 kph for the past 6 hours and is churning Samar Sea between Tagapula and Almagro Islands approaching the coast of Cataingan and Pio Corpus, Masbate. RUBY has significantly weakened to 150 - 170 kph winds but still a potential for wind damage. Rains contniuously to be heavy and storm surges still possible. PSWS#3 (Winds of 100 - 185 kph is expected in at least 18 hrs) Masbate, Ticao Island, Sorsogon, Albay, Burias Island, Romblon, Northern Samar, Samar PSWS#2 (Winds of 61-100 kph is expected in at least 24 hrs) Catanduanes, Camarines Sur, Camarines Norte, Southern Quezon, Batangas, Lubang Island, Cavite, Laguna, Oriental Mindoro, Occidental Mindoro, Aklan, Capiz, Northern Cebu, Cebu City, Bantayan Island, Eastern Samar, Biliran, Leyte, Southern Leyte PSWS#1 (winds of 30 - 60 kph is expected in at least 36 hours) Rest of Quezon, Rizal, Pampanga, Bulacan, Nueva Ecija, Zambales, Bataan,, Northern Palawan, Metro Manila, Antique, Iloilo, Rest of Cebu, Bohol, Siargao Island ,Dinagat Province NEGROS OCCIDENTAL, NEGROS ORIENTAL is missing in the PAGASA bulletin but basing on the Weather Philippines Foundation Bacolod AWS, a gust of 57 kph is still measured so it is but proper to consuider the Negros provinces to be on the PSWS#1)
