Taken from THF Summary of changes to the in-house rules: Rule 100 If a player is seriously injured which requires him or her to remain on the ice for medical reasons the following procedure is to be adopted: All Players are to return to their benches A linesman is to remain by the team benches at all times The Referee together with a linesman is to liaise with the rink manager to understand if the game can continue in view of the injury The Referee together with a linesman will then liaise with Home and Away team coaches If the game cannot be continued due to ice time constraints then the game will be abandoned and left for the League Management Committee to decide the game’s outcome. The clock should NOT be run down Rule 200 Guidance to Clubs: A player who dresses as a goalkeeper (including the back up goalkeeper) may only play as a goalkeeper. A player may not remove his goalkeeper equipment and play as defenceman or forward. Guidance to Referees For any breach of the above the Referee is required to assess the offending player a Game Misconduct under rule 550 and assess the offending coach a Bench Minor plus Game Misconduct Rule 223 A player on the ice whose helmet comes off during play, who does not return to his bench immediately but continues to play, shall be assessed Minor penalty Players who are under the age of 18 playing in the EPIHL, ENIHL, WPL or WD1 must take off their helmets during the playing of the national anthem. Players playing in U18, U16, U14, and U12 fixtures must wear there helmet at all times, except when cleaning it or standing for the national anthem. The home team manager of an U18, U16, U14 or U12 fixture must agree with the away team manager which of the following before the start of the game:- Not to play the national anthem  Play the national anthem and all keep their helmets on  Play the national anthem and all take their helmets off during the national anthem  All players who are not wearing a helmet, regardless of league/age group, during the handshake must be assessed a Misconduct penalty and his coach is to be warned. If the coach fails to enforce the above, the referee should submit a Match Report. (Note, only the addition of the phrase in inverted commas is a change from last season) Rule 226 A player, who is under 18, must wear a throat protector regardless of the league he/she is playing in. The throat protector may be part of any upper body equipment or integrated into any upper body equipment. A player on the ice whose throat protector comes off during play, who does not return to his bench immediately but continues to play, shall be assessed Minor penalty Rule 234(a) Goalkeepers on the bench must wear a helmet - this can be an ordinary hockey helmet (with or without visor), with the chin strap correctly worn, not necessarily a goalkeeper’s helmet. If the goalkeeper chooses to wear their cat eye mask, it may not be perched on the top of the head. (Note, only the addition of the phrase in inverted commas is a change from last season) Rule 402 Guidance to Players: Players are required to take their helmets off prior to the start of the National Anthem irrespective of their age (Young Mascots are exempt if they are not able to take their helmet off without assistance) Rule 460 This rule applies in all EIHA fixtures The definition of a change is as soon as a player from the bench steps onto the ice (one or both skates) or player steps off the ice (one or both skates). Following a stoppage of play for an icing infraction, the offending team is prohibited from making any player change until play has resumed. Any players who changed during the icing are to return to the ice. The Referee or Linesman is to remind/warn the coach, after each infringement, that on the fourth infringement the team will be assessed a Bench Minor penalty. If a team persists (on the fourth, fifth, sixth etc violation during the game) in changing players after they have iced the puck, and warned by the Referee, the Referee shall assess to the offending team a Bench Minor penalty. The penalty is to be assessed under IIHF Rule 575 INFRINGEMENT OF CHANGE OF PLAYERS PROCEDURE and announced as “Icing Infringement Rule 528 Please ignore the IIHF rule book in reference to rule 528 with the exception of d) Any player or goalkeeper who is the first to intervene in an altercation already in progress, shall be assessed in additional to any other penalties incurred in the incident a Game Misconduct penalty (GM) g) A team official who is on or off the ice and is involved in an altercation or fisticuffs with a player, goalkeeper or team official on or off the playing surface shall be assessed, at the discretion of the Referee, a Game Misconduct penalty (GM) or Match penalty (MP) i) A player who grabs or holds the face mask or helmet or pulls the hair of an opponent shall be assessed, at the discretion of the Referee, a Minor penalty (2’) or Major penalty + Automatic Game Misconduct penalty (5’+GM) j) A goalkeeper using his blocker glove to punch an opponent in the head, neck or face area shall be assessed a Match Penalty Rule 537 A slash that resulted in a broken stick of the opposing player – mandatory minimum Minor Penalty
