If the province did not declare an OPEN CITY, then we would add two more points of handling to NINE! 4. The MSWDOs should quality check, segregate and return to DSWD instead of mechanically dispatching but still they were captured at Camp Mgt level and were interdicted before they could be delivered to evacuees. 5. REMEDIAL MEASURES Our system has the built-in ability to preempt it and correct it. In any case, we have agreed with DSWD that all relief packs will be procured by DSWD RFU in Albay similarly to avert demand displacement from massive inflows of donated basic commodities.
