Tariffs require statutory legislation while non-tariff measures do not... While reading a policy note about international trade, I learned that Japan legislated Food Sanitation Law. They legislated a non-tariff measure: Making harder for Philippines to penetrate its domestic market (esp. the agricultural goods market) Can the WTO plead to them to remove any non-tariff barriers if they already have a legal basis for doing so?
